I think his name is Major Force not Major Victory. Also, assuming it doesn't contradict Bat24's Superman film, my plan for JL2 is to reveal that Darkseid is responsible for Krypton's destruction, resulting in a final confrontation between him and Superman.
EM, I have and idea for JL 2. If you want to discard it, then that's fine. I just thought I would share. At the start of the movie, the line-up is what is was during the first film plus one or two (Hawkman and Hawkgirl, for example (although it could be anybody)). Mikaal Tomas (Starman) approaches the team warning them about Darkseid (there will be a Darkseid tie-in in Starman). Darkseid (or one of his minions) breaks into the Batcave and steals Batman's contingency plans against the league, and uses them to incapacitate al the league members but Batman. Batman and Mikaal team up to form a new league with heroes introduced in Phase 2 (Green Arrow, the Hawks (if they aren't members already), Atom, Jack Knight, Captain Atom from Suicide Squad, etc.) plus Hal Jordan, who sensed John's ring being shut off. This new League must stop Darkseid's forces on Earth, while the old League (who were transported to an Apokaliptian dungeon by Darkseid's Omega Beams after he incapacitated them) must fight his forces on Apokalips with the help of Orion. At the ned, the two Leagues come together and defeat Darkseid. Bruce is "put on trial" by the old League members, who are angry at him for going behind thir backs. He rationalizes it and says that he needed plans if they went rogue (citing Max Lord controlling Superman as an example). They eventually decide he can stay on the team, and they decide to form the Justice League Unlimited, with multiple branches to keep each other in check, as well as multiple bases. This could lead to a Teen Titans film (teen branch of JLU) and a live-action JLU TV show in Phase 3.

Also, there were several other attempts to start a Community DCCU that we ultimately didn't follow through with. For better maintenance, I think we should delete these, but if you disagree, let me know.
I was thinking of maybe doing a Starman movie set in the 1970s as a way to introduce some of the older characters (Jay Garrick, Alan Scott, Wildcat, etc.), but if that doesn't fit with the model you are going for right now, let me know, and I can discard it.
